Sec. 1512. Special transfer authority

Upon determination by the Secretary of Defense that such action is necessary in the national interest, the Secretary may transfer amounts of authorizations made available to the Department of Defense in this title for fiscal year 2018 between any such authorizations for that fiscal year (or any subdivisions thereof). Amounts of authorizations transferred under this subsection shall be merged with and be available for the same purposes as the authorization to which transferred.
The total amount of authorizations that the Secretary may transfer under the authority of this subsection may not exceed $2,500,000,000. In the case of the authorizations of appropriations contained in sections 1502, 1503, 1504, and 1505 that are provided for the purpose specified in section 1501(a)(2), the transfer authority provided under section 1001, rather than the transfer authority provided by this subsection, shall apply to any transfer of amounts of such authorizations.
Transfers under this section shall be subject to the same terms and conditions as transfers under section 1001. The transfer authority provided by this section is in addition to the transfer authority provided under section 1001.
