It is the sense of Congress that— the United States has a national interest in maintaining freedom of navigation, respect for international law, and unimpeded lawful commerce in the South China Sea; the United States should condemn any assertion that limits the right to freedom of navigation and overflight; and the United States should keep to a regular and routine schedule for freedom of navigation operations in the sea and air.
