Congress finds the following: There is a strong history of cyber attacks in Ukraine. The United States supports Ukraine and the European Deterrence Initiative. It is the sense of Congress that— the United States reaffirms support for the sovereignty and territorial integrity of Ukraine; and the United States should assist Ukraine in improving its cybersecurity capabilities.
