Sec. 1043. Limitation on use of funds to close biosafety level 4 laboratories

None of the funds authorized to be appropriated in this Act may be used to support the closure or transfer of a biosafety level 4 laboratory until the heads of the Federal agencies that use the laboratory jointly certify to the covered congressional committees that the closure or transfer of the lab would not have a negative effect on biological defense capabilities and would not result in a lapse of biological defense capabilities. In this section, the term covered congressional committees means— the Committees on Armed Services of the Senate and House of Representatives; the Committees on the Judiciary of the Senate and House of Representatives; the Permanent Select Committee on Intelligence of the House of Representatives; the Select Committee on Intelligence of the Senate; the Committee on Homeland Security of the House of Representatives; the Committee on Homeland Security and Governmental Affairs of the Senate; the Committee on Oversight and Government Reform of the House of Representatives; and the Committees on Appropriations of the Senate and House of Representatives.
