It is the sense of Congress that the Nuclear Posture Review should— take into account the obligations of the United States under treaties ratified by and with the advice and consent of the Senate; and examine the tools required to sustain the stockpile stewardship program under section 4201 of the Atomic Energy Defense Act ( 50 U.S.C. 2521 ) in the future to ensure the safety, security, and effectiveness of the nuclear arsenal of the United States.
