Not later than one year after the date of the enactment of this Act, the Secretary of Defense shall issue a final Department of Defense Instruction establishing procedures for the long-term implementation of the recommendations contained in the Independent Review of the Department of Defense Nuclear Enterprise, dated June 2, 2014. The Secretary shall submit the final instruction required by subsection
(a)to the congressional defense committees not later than 30 days after issuing the instruction. Not later than 90 days after the Secretary issues the final instruction required by subsection (a), the Comptroller General of the United States shall submit to the congressional defense committees a report reviewing the instruction for its consistency with the recommendations contained in the report of the Government Accountability Office entitled, Defense Nuclear Enterprise: DOD has Established Processes for Implementing and Tracking Recommendations to Improve Leadership Morale and Operations , dated July 14, 2016 (GAO–16–957R).
