Paragraph
(1)of section 5112(p) of title 31, United States Code, is amended by adding at the end the following new flush sentence: This paragraph does not apply with respect to business operations conducted by any entity under a contract with an agency or instrumentality of the United States, including with any nonappropriated fund instrumentality established under title 10, United States Code. . Such paragraph is further amended— by striking and all entities that operate any business, including vending machines, on any premises owned by the United States or under the control of any agency or instrumentality of the United States, including the legislative and judicial branches of the Federal Government, ; and by inserting and before all transit systems . Subparagraph
(B)of such paragraph is amended by striking displays and inserting display .
