Section 2911(c) of title 10, United States Code, is amended— in paragraph (1), by inserting before the period at the end the following: , the future demand for energy, and the requirements for the use of energy ; in paragraph (2), by striking reduce the future demand and the requirements for the use of energy and inserting enhance energy resilience to ensure the Department of Defense has the ability to prepare for and recover from energy disruptions that affect mission assurance on military installations ; and by adding at the end the following new paragraph: Opportunities to leverage financing provided by a non-Department entity to address installation energy needs. .
