Sec. 1523. Comptroller General report on feasibility of separation of expenditures

Not later than one year after the date of the enactment of this Act, the Comptroller General of the United States shall submit to the Committees on Armed Services of the Senate and the House of Representatives a report assessing the feasibility of separating expenditures of amounts appropriated for overseas contingency operations from expenditures of all other amounts appropriated for the Department of Defense. The report required under subsection
(a)shall include each of the following: A review of the processes the Department of Defense currently employs to separate expenditures of amounts appropriated for overseas contingency operations from expenditures of all other amounts appropriated for the Department of Defense. A review of the processes the Department of the Treasury currently employs to separate expenditures of amounts appropriated for overseas contingency operations from expenditures of all other amounts appropriated for the Department of Defense. A comparison between each of the processes described in paragraphs
(1)and
(2)and generally accepted accounting principles. A description of the costs and requirements associated with implementing proposed alternatives to the processes described in paragraphs
(1)and
(2)for more effectively separating expenditures of amounts appropriated for overseas contingency operations from expenditures of all other amounts appropriated for the Department of Defense. Any related information the Comptroller General considers appropriate.
