Sec. 1222. Extension and modification of authority to provide assistance to counter the Islamic State of Iraq and Syria

Subsection
(a)of section 1236 of the Carl Levin and Howard P. ‘‘Buck’’ McKeon National Defense Authorization Act for Fiscal Year 2015 ( Public Law 113–291 ; 128 Stat. 3559), as most recently amended by section 1222 of the National Defense Authorization Act for Fiscal Year 2017 ( Public Law 114–328 ; 130 Stat. 2485), is further amended by striking December 31, 2018 and inserting December 31, 2019 . Subsection
(d)of such section 1236, as most recently amended by section 1222 of the National Defense Authorization Act for Fiscal Year 2016 ( Public Law 114–92 ; 129 Stat. 1049), is further amended— in the first sentence of the matter preceding paragraph (1), by adding at the end before the period the following: , which shall be provided in unclassified form with a classified annex if necessary ; and by adding at the end the following: An assessment of— security in liberated areas in Iraq; the extent to which security forces trained and equipped, directly or indirectly, by the United States are prepared to provide post-conflict stabilization and security in such liberated areas; and the effectiveness of security forces in the post-conflict environment and an identification of which such forces will provide post-conflict stabilization and security in such liberated areas. . Subsection
(a)of such section 1236 is further amended by striking facility and infrastructure repair and renovation, and inserting infrastructure repair and renovation, small-scale construction of temporary facilities necessary to meet urgent operational or force protection requirements with a cost less than $4,000,000, . Such section 1236 is further amended by adding at the end the following new subsections: The aggregate amount of construction, repair, and renovation projects carried out under this section in any fiscal year may not exceed $30,000,000. A construction, repair, or renovation project costing more than $1,000,000 may not be carried out under this section unless approved in advance by the Commander of the United States Central Command. When a decision is made to carry out a construction, repair, or renovation project to which paragraph
(1)applies, the Commander of the United States Central Command shall notify in writing the appropriate committees of Congress of that decision, including the justification for the project and the estimated cost of the project. The project may be carried out only after the end of the 21-day period beginning on the date the notification is received by the committees or, if earlier, the end of the 14-day period beginning on the date on which a copy of the notification is provided in an electronic medium pursuant to section 480 of title 10, United States Code. . (d)of such section 1236 is amended to read as follows: A list of new projects for construction, repair, or renovation commenced during the period covered by such progress report, and a list of projects for construction, repair, or renovation continuing from the period covered by the preceding progress report. . Subsection
(g)of such section 1236, as most recently amended by section 1222 of the National Defense Authorization Act for Fiscal Year 2017, is further amended— by striking in the National Defense Authorization Act for Fiscal Year 2017 for Overseas Contingency Operations in title XV for fiscal year 2017 and inserting for the Department of Defense for Overseas Contingency Operations for fiscal year 2018 ; and by striking $630,000,000 and inserting $1,269,000,000 . Such section 1236 is further amended— in subsection (a)(1)— by striking the Levant and inserting Syria ; and by striking ISIL each place it appears and inserting ISIS ; and in subsection (l)— in paragraph (1)(B)(i), by striking the Levant
(ISIL)and inserting Syria
(ISIS); and in paragraph (2)(A), by striking ISIL and inserting ISIS . The heading of such section 1236 is amended to read as follows: .
