Sec. 1501. Purpose and treatment of certain authorizations of appropriations

The purpose of this subtitle is to authorize appropriations for the Department of Defense for fiscal year 2018 to provide additional funds— for overseas contingency operations being carried out by the Armed Forces; and pursuant to sections 1502, 1503, 1504, and 1505 for expenses, not otherwise provided for, for procurement, research, development, test, and evaluation, operation and maintenance, and military personnel, as specified in the funding tables in sections 4103, 4203, 4303, and 4403.
The Director of the Office of Management and Budget shall apportion the funds identified in subsection (a)(2) to the Department of Defense without restriction, limitation, or constraint on the execution of such funds in support of base requirements, including any restriction, limitation, or constraint imposed by, or described in, the document entitled Criteria for War/Overseas Contingency Operations Funding Requests transmitted by the Director to the Department of Defense on September 9, 2010, or any successor or related guidance.
