Sec. 133. Limitation on availability of funds for EC–130H Compass Call recapitalization program

None of the funds authorized to be appropriated by this Act or otherwise made available for any fiscal year for the EC–130H Compass Call recapitalization program of the Air Force may be obligated or expended until a period of 30 days has elapsed following the date on which the Under Secretary of Defense for Acquisition, Technology, and Logistics submits to the congressional defense committees the certification described in subsection (b). The certification described in this subsection is a written statement certifying that— an independent review of the acquisition process for the EC–130H Compass Call recapitalization program of the Air Force has been conducted; and as a result of such review, it has been determined that the acquisition process for such program complies with all applicable laws, guidelines, and best practices.
