Sec. 7802. Energy security for military installations in Europe

Congress makes the following findings: United States military installations in Europe are potentially vulnerable to supply disruptions from foreign governments, especially the Government of the Russian Federation, which could use control of energy supplies in a hostile or weaponized manner. The Government of the Russian Federation has previously shown its willingness to aggressively use energy supplies as a weapon to pressure foreign nations, including Ukraine. The Secretary of Defense shall take appropriate measures, to the extent practicable, to— reduce the dependency of all United States military installations in Europe on energy sourced inside Russia; and ensure that all United States military installations in Europe are able to sustain operations in the event of a supply disruption.
Not later than December 31, 2021, the Secretary of Defense shall certify to the congressional defense committees whether or not every United States military installation in Europe— is dependent to the minimum extent practicable on energy sourced inside the Russian Federation; and has the ability to sustain operations during an energy supply disruption. Not later than 180 days after the date of the enactment of this Act, and every 180 days thereafter, the Secretary of Defense shall brief the congressional defense committees on progress in achieving the goals described in subsection (b), including— an assessment of the operational risks of energy supply disruptions; a description of mitigation measures identified to address such operational risks; an assessment of the feasibility, estimated costs, and schedule of diversified energy solutions; and an assessment of the minimum practicable usage of energy sourced inside Russia on United States military installations in Europe.
Not later than 2 years after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees and make publicly available an interim report on progress in achieving the goals described in subsection (b), including the assessments described in paragraphs
(1)through
(4)of subsection (d). In this section, the term energy sourced inside Russia means energy that is produced, owned, or facilitated by companies that are located in the Russian Federation or owned or controlled by the Government of the Russian Federation.
