Section 214(b) of the Victims of Child Abuse Act of 1990 ( 42 U.S.C. 13002(b) ) is amended— in the heading by inserting before child victims of a severe form of trafficking in persons and ; and child pornography by inserting of a severe form of trafficking (as defined in section 103 of the Trafficking Victims Protection Act of 2000 ( before 22 U.S.C. 7102(9)(A) )) who were under the age of 18 at the time of the offense and child pornography .
