The Comptroller General of the United States shall have access to all information regarding and generated by the programs carried out under this Act. Not later than the expiration of the 2-year period beginning on the date of the enactment of this Act, and every two years thereafter, the Comptroller General shall submit to the Congress a report analyzing and assessing the performance of the programs carried out under this Act.
