Congress finds that the laws of all 50 States and the District of Columbia— consider the practice of medicine to include remote visits; and recognize that any remote practice of medicine is governed by the same medical practice statutes as in-person care. It is the sense of Congress that— telemedicine is the delivery of safe, effective, quality health care services, by a health care provider, using technology-based modalities to deliver medical care; States have recognized this by treating telemedicine as the practice of medicine; and the Medicare program under title XVIII of the Social Security Act should cover the delivery of remote patient services.
