Section 602(b)(3)(F) of the Afghan Allies Protection Act, 2009 (division F of Public Law 111–8 ), as amended, is further amended by substituting 11,000 for 8,500 in the matter preceding clause (i). Of the funds appropriated in prior Acts making appropriations for the Department of State, foreign operations, and related programs that remain available for obligation under the heading Bilateral Economic Assistance, Funds Appropriated to the President, Economic Support Fund , $6,000,000 are rescinded: , That no amounts may be rescinded from amounts that were designated by the Congress for Overseas Contingency Operations/Global War on Terrorism or as an emergency requirement pursuant to the Concurrent Resolution on the Budget or section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended.
