Funds appropriated by this Act under the heading Economic Support Fund that are made available for assistance for Syria, Iraq, and Somalia shall be made available to carry out the purposes of this section, subject to prior consultation with, and the regular notification procedures of, the Committees on Appropriations. Funds made available pursuant to subsection
(a)shall be transferred to, and merged with, funds appropriated by this Act under the heading United States Institute of Peace for the purposes of developing a comprehensive plan (the Plan) to prevent the underlying causes of extremism in fragile states in the Sahel, Horn of Africa, and the Near East: , That such funds are in addition to amounts otherwise available to the United States Institute of Peace
(USIP)under title I of this Act: Provided , That USIP shall consult with the Committees on Appropriations prior to developing such Plan: Provided further , That USIP shall also consult with relevant United States Government agencies, foreign governments, and civil society, as appropriate, in developing the Plan. Provided further Funds made available by subsection
(a)shall be made available to implement the Plan required by subsection
(b)through a demonstration project, consistent with the requirements described in section 7073(d)(2) of S. 3117 (as introduced in the Senate on June 29, 2016): , That such funds shall be made available to the maximum extent practicable on a cost-matching basis from sources other than the United States Government.
