From unobligated balances available from amounts appropriated in prior fiscal years for Department of Energy—Energy Programs—Fossil Energy Research and Development , $240,000,000 is hereby rescinded. No amounts may be rescinded by this section from amounts that were designated by the Congress as an emergency requirement pursuant to a concurrent resolution on the budget or the Balanced Budget and Emergency Deficit Control Act of 1985.
