At the discretion of the Attorney General, and in addition to any amounts that otherwise may be available (or authorized to be made available) by law, up to 7 percent of funds made available for grant or reimbursement programs— under the heading State and Local Law Enforcement Assistance (except for funds made available under paragraphs (1), (2), and
(16)under such heading); and under the headings Juvenile Justice Programs (except for funds made available under paragraph
(5)under such heading) and Community Oriented Policing Services Programs , to be transferred to and merged with funds made available under the heading State and Local Law Enforcement Assistance , shall be available for tribal criminal justice assistance without regard to the authorizations for such grant or reimbursement programs.
