Not later than 90 days after the date of enactment of this Act, the President shall transmit a report to the appropriate congressional committees describing a strategy for Syria. Such report, which may include a classified annex, shall include, at a minimum, the following— a description of the United States political and military objectives regarding the Government of Syria; a description of United States and multilateral efforts to address the needs of civilians affected by the conflict in Syria, to include efforts to protect the civilian population from the use of chemical weapons and the deliberate targeting of civilians by the Government of Syria; a description of the efforts of the United States to engage regional and international partners in support of such objectives; and a description of the efforts undertaken by the relevant agencies to achieve such objectives.
For purposes of this section, the term appropriate congressional committees means— the Committee on Armed Services, the Committee on Foreign Affairs, and the Committee on Appropriations of the House of Representatives; and the Committee on Armed Services, the Committee on Foreign Affairs, and the Committee on Appropriations of the Senate.
