Section 241(i) of the Immigration and Nationality Act ( 8 U.S.C. 1231(i) ) is amended— by striking Attorney General the first place such term appears and inserting Secretary of Homeland Security ; by striking Attorney General each place such term appears thereafter and inserting Secretary ; and in paragraph (3)(A), by inserting charged with or before convicted .
