Section 112 ( 20 U.S.C. 2322 ) is amended— in subsection (a)— in paragraph (1), by striking 10 percent and inserting 15 percent ; in paragraph (2)— in subparagraph (A)— by striking 1 percent and inserting 2 percent ; by striking State correctional institutions and institutions and inserting State correctional institutions, juvenile justice facilities, and educational institutions ; and by striking and after the semicolon; and by inserting after subparagraph
(B)the following: an amount shall be made available for the recruitment of special populations to enroll in career and technical education programs, which shall be not less than the lesser of— an amount equal to 0.1 percent; or $50,000; and ; in paragraph (3)(B), by striking a local plan; and inserting local applications; ; and in subsection (c), by striking section 135 and all that follows through the end and inserting section 135— in— rural areas; areas with high percentages of CTE concentrators or CTE participants; areas with high numbers of CTE concentrators or CTE participants; and areas with disparities or gaps in performance as described in section 113(b)(3)(C)(ii)(II); and in order to— foster innovation through the identification and promotion of promising and proven career and technical education programs, practices, and strategies, which may include programs, practices, and strategies that prepare individuals for nontraditional fields; or promote the development, implementation, and adoption of programs of study or career pathways aligned with State-identified high-skill, high-wage, or in-demand occupations or industries. .
