It is the policy of the United States to oppose the recognition of a Palestinian state by any United Nations entity, or any upgrade, including full membership or the accession to any treaty or agreement, in the status of the Palestinians at the United Nations, the Palestine Liberation Organization, the Palestinian Authority, or any other Palestinian administrative organization or governing entity, at any United Nations entity, prior to the achievement of a final peace agreement negotiated between and agreed to by Israel and the Palestinians.
