Sec. 502. Report on limited access privilege programs and conflicts of interest with respect to Gulf of Mexico and South Atlantic Ocean red snapper

No later than 90 days after the date of the enactment of this Act, the Comptroller General of the United States shall submit to the Congress a report on— the resource rent of limited access privilege programs for red snapper in the Gulf of Mexico and the South Atlantic Ocean; how to reclaim resource rent for red snapper in the Gulf of Mexico and the South Atlantic Ocean as revenue to the United States Treasury; and the fiduciary conflicts of interest in the Gulf of Mexico Fishery Management Council and the South Atlantic Fishery Management Council relating to red snapper, and effective ways to eliminate such conflicts.
In implementing this section the Comptroller General shall not consider— fisheries programs in any region other than the Gulf of Mexico and the South Atlantic Ocean; and fisheries management programs for species other than red snapper.
