Section 101 of the Specialty Crops Competitiveness Act of 2004 ( 7 U.S.C. 1621 note; Public Law 108–465 ) is amended— in subsection (a)— by striking 2018 and inserting 2023 ; and by striking agriculture solely to enhance the competitiveness of specialty crops. and inserting the following: agriculture to— enhance the competitiveness of specialty crops; leverage efforts to market and promote specialty crops; assist producers with research and development; expand availability and access to specialty crops; address local, regional, and national challenges confronting specialty crop producers; and other priorities as determined by the Secretary in consultation with relevant State departments of agriculture. ; in subsection (k), by adding at the end the following new paragraph:
The Secretary shall enter into a cooperative agreement with relevant State departments of agriculture and specialty crop industry stakeholders that agree to— develop, in consultation with the Secretary, performance measures to be used as the sole means for performing an evaluation under subparagraph (B); and periodically evaluate the performance of the program established under this section. ; and in subsection (l)(2)(E), by striking fiscal year 2018 and inserting each of fiscal years 2018 through 2023 .
