Section 1484 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 ( 7 U.S.C. 3351 ) is amended— in subsection (a)— in paragraph (1), by striking and at the end; in paragraph (2), by striking the period at the end and inserting ; and ; and by adding at the end the following new paragraph: $30,000,000 for each of fiscal years 2019 through 2023. ; and in subsection (b)— in the matter preceding paragraph (1), by inserting and cooperative agreements after competitive grants ; in paragraph (3), by striking make competitive grants and inserting award competitive grants and cooperative agreements ; and by adding at the end the following new paragraph:
To coordinate the tactical science activities of the Research, Education, and Economics mission area of the Department that protect the integrity, reliability, sustainability, and profitability of the food and agricultural system of the United States against biosecurity threats from pests, diseases, contaminants, and disasters. .
