Section 1501(b) of the Agricultural Act of 2014 ( 7 U.S.C. 9081(b) ) is amended— in paragraph (1)— by striking or at the end of subparagraph (A); by striking the period at the end of subparagraph
(B)and inserting ; or ; and by adding at the end the following new subparagraph: disease that, as determined by the Secretary— is caused or transmitted by a vector; and is not susceptible to control by vaccination or acceptable management practices. ; and in paragraph (4), by striking A payment and inserting . Payment reductions. —A payment Section 1501(f) of the Agricultural Act of 2014 ( 7 U.S.C. 9081(f) ) is amended— in paragraph (2)— by striking this section (excluding payments received under subsections
(b)and (e)) and inserting subsection
(c); and by striking joint venture or general partnership and inserting qualified pass through entity (as such term is defined in paragraph
(5)of section 1001(a) of the Food Security Act of 1985 ( ; and 7 U.S.C. 1308(a) )) by adding at the end the following new paragraph: For purposes of this section only, subsection
(b)of section 1001D of the Food Security Act of 1985 ( 7 U.S.C. 1308–3a ) shall not apply to a person or legal entity if 75 percent or greater of the average adjusted gross income (as such term is defined in subsection
(a)of such section) of such person or legal entity derives from farming, ranching, or silviculture activities. . Section 1501 of the Agricultural Act of 2014 ( 7 U.S.C. 9081 ), as amended by this section, shall apply with respect to losses described in such section 1501 incurred on or after January 1, 2017.
