Sec. 8203. Program for title II self-sustaining resource advisory committee projects

Title II of the Secure Rural Schools and Community Self-Determination Act of 2000 ( 16 U.S.C. 7121 et seq.) is amended by adding at the end the following new section: The Chief of the Forest Service shall conduct a program (to be known as the self-sustaining resource advisory committee program or RAC program ) under which 10 resource advisory committees will propose projects authorized by subsection
(c)to be carried out using project funds reserved by a participating county under section 102(d). The selection of resource advisory committees to participate in the RAC program is in the sole discretion of the Chief of the Forest Service. Notwithstanding the project purposes specified in sections 202(b), 203(c), and 204(a)(5), projects under the RAC program are intended to— accomplish forest management objectives or support community development; and generate receipts. Any revenue generated by a project conducted under the RAC program, including any interest accrued from the revenues, shall be— deposited in the special account in the Treasury established under section 102(d)(2)(A); and available, in such amounts as may be provided in advance in appropriation Acts, for additional projects under the RAC program. The authority to initiate a project under the RAC program shall terminate on September 30, 2023. Any funds available for projects under the RAC program and not obligated by September 30, 2024, shall be deposited in the Treasury of the United States. . Section 403(b) of the Secure Rural Schools and Community Self-Determination Act of 2000 ( 16 U.S.C. 7153(b) ) is amended by striking All revenues and inserting Except as provided in section 209, all revenues .
