Subtitle C of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 ( 7 U.S.C. 3151 et seq.) is amended by adding at the end the following: The Secretary shall establish a next generation agriculture technology challenge competition to provide an incentive for the development of innovative mobile technology that removes barriers to entry in the marketplace for beginning farmers and ranchers (as defined in subsection
(a)of section 2501 of the Food, Agriculture, Conservation, and Trade Act of 1990 ( 7 U.S.C. 2279 )). The Secretary may award not more than $1,000,000 in the aggregate to 1 or more winners of the competition under subsection (a). .
