Section 524(a) of the Federal Crop Insurance Act ( 7 U.S.C. 1524(a) ) is amended— in paragraph (1)— in the matter preceding subparagraph (A), by striking paragraph
(5)and all that follows through the Secretary in subparagraph
(B)and inserting paragraph (4), the Secretary ; and by striking paragraph
(3)and inserting paragraph
(2); by striking paragraph (2); by redesignating paragraphs
(3)through
(5)as paragraphs
(2)through (4), respectively; in paragraph
(2)(as so redesignated), in subparagraph (A)— by striking about the full range of and inserting and providing technical assistance to agricultural producers on a full range of farm viability and ; by inserting business planning, enterprise analysis, transfer and succession planning, management coaching, market assessment, cash flow analysis, after insurance, ; and by inserting conservation activities, after benchmarking, ; in paragraph
(3)(as so redesignated)— in the matter preceding subparagraph (A)— by striking programs established under paragraphs
(2)and
(3)and inserting program established under paragraph
(2); by inserting farm viability and after emphasis on ; and by inserting , business planning and technical assistance, market assessment, transfer and succession planning, and crop insurance participation after benchmarking ; in subparagraph (D)(i), by striking and at the end; and by striking subparagraph
(E)and inserting the following: are converting production and marketing systems to pursue new markets; and producers that are underserved by the Federal crop insurance program established under this subtitle, as determined by the Corporation. ; and in paragraph
(4)(as so redesignated)— in the matter preceding subparagraph (A), by striking transferred and all that follows through for the partnerships in subparagraph
