Section 1458(e) of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 ( 7 U.S.C. 3291(e) ) is amended— in the subsection heading, by striking and inserting Full payment of funds made available for certain ; Certain by striking Notwithstanding and inserting the following: Notwithstanding ; in paragraph
(1)(as so designated)— by striking Israel-United States and inserting United States-Israel ; and by inserting (referred to in this subsection as the after BARD Fund ) Development Fund ; and by adding at the end the following: Activities under the BARD Fund to promote and support agricultural research and development that are of mutual benefit to the United States and Israel shall— be carried out by the Secretary in a manner consistent with this section; accelerate the demonstration, development, and application of agricultural solutions resulting from or relating to BARD Fund programs, including BARD Fund-sponsored research and innovations in drip irrigation, pesticides, aquaculture, livestock, poultry, disease control, and farm equipment; and encourage research carried out by governmental, nongovernmental, and private entities, including through collaboration with colleges and universities, research institutions, and the private sector. .
