The National Agricultural Research, Extension, and Teaching Policy Act of 1977 is amended by inserting after section 1418 ( 7 U.S.C. 3153 ) the following: In this section, the term eligible institution means— an institution of higher education (as defined in section 101(a) of the Higher Education Act of 1965 ( 20 U.S.C. 1001(a) )); or a State cooperative institution. The Secretary may award competitive grants to eligible institutions for the acquisition of special purpose scientific research equipment for use in the food and agricultural sciences programs of those institutions. The amount of a grant under subsection
(b)shall not exceed $500,000. The cost of the acquisition or depreciation of equipment purchased with a grant under this section shall not be— charged as an indirect cost against another Federal grant; or included as part of the indirect cost pool for purposes of calculating the indirect cost rate of an eligible institution. There is authorized to be appropriated to carry out this section $5,000,000 for each of fiscal years 2019 through 2023. .
