Section 306E of the Consolidated Farm and Rural Development Act ( 7 U.S.C. 1926e ) is amended— by striking the section heading and inserting ; Rural decentralized water systems in subsection (a), by striking 100 and inserting 60 ; in subsection (b)— in paragraph (1)— by inserting and subgrants after loans ; and by inserting and individually owned household decentralized wastewater systems after well systems ; by striking paragraph
(2)and inserting the following: A loan made with grant funds under this section— shall have an interest rate of 1 percent; and shall have a term not to exceed 20 years. A loan or subgrant made with grant funds under this section shall not exceed $15,000 for each water well system or decentralized wastewater system described in paragraph (1). ; and by adding at the end the following: In the event of ground well water contamination, the Secretary shall allow a loan or subgrant to be made with grant funds under this section for the installation of water treatment where needed beyond the point of entry, with or without the installation of a new water well system. ; in subsection (c), by striking productive use of individually-owned household water well systems and inserting effective use of individually owned household water well systems, individually owned household decentralized wastewater systems, ; and in subsection (d)— by striking $5,000,000 and inserting $40,000,000 ; and by striking 2014 through 2018 and inserting 2019 through 2023 .
