Section 3107 of the Farm Security and Rural Investment Act of 2002 ( 7 U.S.C. 1736o–1 ) is amended— in subsection (a)— by striking that is and inserting the following: that— is ; in paragraph

(1)(as so designated), by striking the period at the end and inserting ; or ; and by adding at the end the following: is produced in and procured from— a developing country that is a recipient country; or a developing country in the same region as a recipient country; and at a minimum, meets each nutritional, quality, and labeling standard of the recipient country, as determined by the Secretary. ; in subsection (c)(2)(A)— in clause (v)(IV), by striking and at the end; by redesignating clause

(vi)as clause (vii); and by inserting after clause

(v)the following: the costs associated with transporting the commodities described in subsection (a)(2) from a developing country described in subparagraph (A)(ii) of that subsection to any designated point of entry within the recipient country; and ; in subsection (f)(1)— by redesignating subparagraphs

(E)and

(F)as subparagraphs

(F)and (G), respectively; and by inserting after subparagraph

(D)the following: ensure to the maximum extent practicable that assistance— is provided under this section in a timely manner; and is available when needed throughout the applicable school year; ; and in subsection (l)— in paragraph (2), by striking 2018 and inserting 2023 ; and by adding at the end the following: Of the funds made available to carry out this section, not more than 10 percent shall be used to purchase agricultural commodities described in subsection (a)(2). .
