The Food for Progress Act of 1985 ( 7 U.S.C. 1736o ) is amended— by striking President each place it appears and inserting Secretary ; in subsection (b)— in paragraph (5)— in subparagraph (E), by striking and ; in subparagraph (F), by striking the period at the end and inserting ; and ; and by adding at the end the following: a land-grant college or university (as defined in section 1404 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 ( 7 U.S.C. 3103 )). ; and by adding at the end the following:
The term Secretary means the Secretary of Agriculture. ; in subsection (c)— by striking food ; by striking entities to furnish and inserting the following: entities— to furnish ; in paragraph
(1)(as so designated), by striking the period at the end and inserting ; or ; and by adding at the end the following: to provide financial assistance under subsection (l)(5) to eligible entities. ; in subsection (f)(3), by striking 2018 and inserting 2023 ; in subsection (g), by striking 2018 and inserting 2023 ; in subsection (k), by striking 2018 and inserting 2023 ; in subsection (l)— by striking the subsection designation and heading and all that follows through
(1)To enhance and inserting the following: To enhance ; in paragraph (1), by striking 2018 and inserting 2023 ; in paragraph (4)(B), by inserting internal before transportation ; and by adding at the end the following: Notwithstanding any other provision of law, as necessary to carry out this section, the following funds shall be used to pay for the costs described in paragraph (4): Of the funds of the Corporation described in subsection (f)(3), 30 percent. Of the funds for administrative expenses under paragraph (1), 30 percent. Of the funds of the Corporation, $26,000,000 for each of fiscal years 2019 through 2023. ; in subsection (m), in the subsection heading, by striking and inserting Presidential ; Secretarial in subsection (n)— in paragraph (1)— in subparagraph (A), in the matter preceding clause (i), by inserting and assistance after commodities ; and in subparagraph (B), by inserting and assistance made available under this section after commodities ; and by striking paragraph
(2)and inserting the following: Not later than 270 days after the date of enactment of the Agriculture Improvement Act of 2018 , the Secretary shall issue regulations and revisions to agency guidance and procedures necessary to implement the amendments made to this section by that Act. Not later than 270 days after the date of enactment of the Agriculture Improvement Act of 2018 , the Secretary shall consult with the Committee on Agriculture and the Committee on Foreign Affairs of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate relating to regulations issued and agency guidance and procedures revised under subparagraph (A). ; and in subsection (o), in the matter preceding paragraph (1), by striking (acting through the Secretary) .
