Section 1241(a) of the Food Security Act of 1985 ( 16 U.S.C. 3841(a) ) is amended— in the matter preceding paragraph (1), by striking 2018 (and fiscal year 2019 in the case of the program specified in paragraph (5)) and inserting 2023 ; in paragraph (1)— in subparagraph (A), by striking $10,000,000 for the period of fiscal years 2014 through 2018 and inserting $11,000,000 for the period of fiscal years 2019 through 2023 ; and in subparagraph (B)— by striking $33,000,000 for the period of fiscal years 2014 through 2018 and inserting $50,000,000 for the period of fiscal years 2019 through 2023, including not more than $5,000,000 to provide outreach and technical assistance, ; and by striking retired or retiring owners and operators and inserting contract holders ; in paragraph (2), by striking subparagraphs
(A)through
(E)and inserting the following: $400,000,000 for each of fiscal years 2019 through 2021; $425,000,000 for fiscal year 2022; and $450,000,000 for fiscal year 2023. ; and in paragraph (5), by striking subparagraphs

Section 1241(g) of the Food Security Act of 1985 ( 16 U.S.C. 3841(g) ) is amended by striking in the subsection heading and all that follows through Review and Update The Secretary in paragraph
(2)and inserting . Update .—The Secretary Section 1241(h)(1) of the Food Security Act of 1985 ( 16 U.S.C. 3841(h)(1) ) is amended— in the matter preceding subparagraph (A), by striking 2018 and inserting 2023 ; and by striking 5 percent each place it appears and inserting 15 percent . Section 1241 of the Food Security Act of 1985 ( 16 U.S.C. 3841 ) is amended by adding at the end the following: Subject to the requirements of this title, the Natural Resources Conservation Service shall serve as the lead agency in developing and establishing technical standards and requirements for conservation programs carried out under this title, including— standards for conservation practices under this title; technical guidelines for implementing conservation practices under this title, including the location of the conservation practices; standards for conservation plans; and payment rates for conservation practices and activities under programs carried out under this title. The Administrator of the Farm Service Agency shall ensure that the standards and requirements of programs administered by the Farm Service Agency incorporate and are consistent with the standards and requirements established by the Natural Resources Conservation Service under paragraph (1). The Secretary shall establish a procedure to allow, on request of a State committee of the Farm Service Agency or a State technical committee established under section 1261(a) to modify any standard or requirement established under paragraph (1), that modification if the modification— addresses a specific and local natural resource concern; is based on science; and maintains the conservation benefits of the standards and requirements established under paragraph (1). .
