Section 2 of the Watershed Protection and Flood Prevention Act ( 16 U.S.C. 1002 ) is amended in the undesignated matter following paragraph
(3)by inserting (except in cases in which the Secretary determines that the undertaking is necessary in a larger watershed or subwatershed in order to address regional drought concerns) after fifty thousand acres . Section 3 of the Watershed Protection and Flood Prevention Act ( 16 U.S.C. 1003 ) is amended— by striking the section designation and all that follows through In order to assist and inserting the following: In order to assist ; and by adding at the end the following: The Secretary may waive the watershed plan for works of improvement if the Secretary determines the watershed plan is unnecessary or duplicative. .
