Section 1222(d) of the Food Security Act of 1985 ( 16 U.S.C. 3822(d) ) is amended— in the first sentence, by striking For purposes and inserting the following: For purposes ; and in paragraph
(1)(as so designated)— in the first sentence, by inserting not later than 1 year after the date of enactment of the before Agriculture Improvement Act of 2018 , in accordance with paragraph (2), the Secretary ; and in the second sentence, by striking The Secretary and inserting the following: The Secretary shall carry out paragraph (1)— in compliance with applicable Federal environmental laws, including the National Environmental Policy Act of 1969 ( 42 U.S.C. 4321 et seq.); in accordance with subsections
(d)and
(e)of section 12.31 of title 7, Code of Federal Regulations (as in effect on the date of enactment of the Agriculture Improvement Act of 2018 ); and in consultation with— State technical committees established under section 1261(a); State wildlife and water resource agencies; the Director of the United States Fish and Wildlife Service; State Committees of the Farm Service Agency; and agricultural commodity organizations. The Secretary . Section 1222(k)(1) of the Food Security Act of 1985 ( 16 U.S.C. 3822(k)(1) ) is amended by striking subparagraph
(B)and inserting the following: There is authorized to be appropriated to the Secretary to carry out this paragraph $5,000,000 for each of fiscal years 2019 through 2023. .
