Section 1240H of the Food Security Act of 1985 ( 16 U.S.C. 3839aa–8 ) is amended— in the section heading, by striking and inserting grants ; and grants, voluntary public access and habitat incentive program, by redesignating subsection

(c)as subsection (d). Section 1240R of the Food Security Act of 1985 ( 16 U.S.C. 3839bb–5 ) is amended— in subsection (b)— in paragraph (1), by redesignating subparagraphs

(A)and

(B)as clauses

(i)and (ii), respectively, and indenting appropriately; and by redesignating paragraphs

(2)as subparagraphs

(A)and (B), respectively, and indenting appropriately; in subsection (c), by redesignating paragraphs

(A)through (E), respectively, and indenting appropriately; in subsection (d)— in paragraph (1), by striking section and inserting subsection ; and by redesignating paragraphs

(A)and (B), respectively, and indenting appropriately; in subsection (e), by striking section and inserting subsection ; by striking subsection (f); by redesignating subsections

(1)through (5), respectively, and indenting appropriately; by adding at the end the following: Of the funds made available to carry out this chapter, the Secretary shall use to carry out this subsection $40,000,000 for the period of fiscal years 2019 through 2023. ; by striking the section designation and heading and all that follows through The Secretary shall establish a voluntary public access program in paragraph
