Not later than 180 days after the date of enactment of this Act, the Secretary shall— fully enforce the Buy American provisions applicable to domestic food assistance programs administered by the Food and Nutrition Service, including, for use in those domestic food assistance programs, the purchase of a fish or fish product that substantially contains— fish (including tuna) harvested within— a State; the District of Columbia; or the Exclusive Economic Zone of the United States, as described in Presidential Proclamation 5030 (48 Fed. Reg. 10605;
March 10, 1983); or tuna harvested by a United States flagged vessel; and submit to Congress a report on the actions the Secretary has taken and plans to take to comply with paragraph (1).
