Section 251(e) of the Department of Agriculture Reorganization Act of 1994 ( 7 U.S.C. 6971(e) ) is amended— in the subsection heading, by striking and inserting Research, Education, and Extension Office ; Office of the Chief Scientist in paragraph (1), by striking Research, Education, and Extension Office and inserting Office of the Chief Scientist ; in paragraph (2), in the matter preceding subparagraph (A), by striking Research, Education, and Extension Office and inserting Office of the Chief Scientist ; in paragraph (3)(C), by striking subparagraph
(A)shall not exceed 4 years and inserting clauses
(i)and
(iii)of subparagraph
(A)shall be for not less than 3 years ; by redesignating paragraphs
(4)and
(5)as paragraphs
(5)and (6), respectively; by inserting after paragraph
(3)the following: In addition to selecting the Division Chiefs under paragraph (3), using available personnel authority under title 5, United States Code, the Under Secretary shall select personnel— to oversee implementation, training, and compliance with the scientific integrity policy of the Department; to integrate strategic program planning and evaluation functions across the programs of the Department; and to help prepare the annual report to Congress on the relevance and adequacy of programs under the jurisdiction of the Under Secretary; to assist the Chief Scientist in coordinating the international engagements of the Department with the Department of State and other international agencies and offices of the Federal Government; and to oversee other duties as may be required by law or Department policy. ; in paragraph
(5)(as so redesignated)— in subparagraph (A), by striking Notwithstanding and inserting the following: There are authorized to be appropriated such sums as are necessary to fund the costs of Division personnel. In addition to amounts made available under clause (i), notwithstanding ; and in subparagraph (C)— in clause (i), by striking and at the end; in clause (ii), by striking the period at the end and inserting ; and ; and by adding at the end the following: provides strong staff continuity to the Office of the Chief Scientist. ; and in paragraph

Section 251(f)(5)(B) of the Department of Agriculture Reorganization Act of 1994 ( 7 U.S.C. 6971(f)(5)(B) ) is amended by striking Research, Education and Extension Office and inserting Office of the Chief Scientist . Section 296(b)(6)(B) of the Department of Agriculture Reorganization Act of 1994 ( 7 U.S.C. 7014(b)(6)(B) ) is amended by striking Research, Education, and Extension Office and inserting Office of the Chief Scientist .
