Section 403 of the Missing Children's Assistance Act ( 42 U.S.C. 5772 ) is amended— in paragraph (1)— by striking legal custodian each place it appears and inserting parent ; in subparagraph
(A)by striking custodian’s and inserting parent’s ; and in subparagraph
(C)by striking the period and the end and inserting a semicolon; in paragraph
(2)by striking and at the end; in paragraph
(3)by striking the period at the end and inserting ; and ; and by adding at the end the following: the term parent includes a legal guardian or other individual standing in loco parentis (such as a grandparent or stepparent with whom the child lives, or an individual who is legally responsible for the child’s welfare). .
