Not later than 18 months after the date of the enactment of this Act, the Secretary of Homeland Security shall submit a report to the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Homeland Security of the House of Representatives that— describes the status and effectiveness of the Department of Homeland Security Blue Campaign; and provides a recommendation regarding the appropriate office within the Department of Homeland Security for the Blue Campaign.
