(5)through (9); by inserting after paragraph
(3)the following new paragraph: for fiscal year 2019, $800,000,000; ; in paragraph (5), as so redesignated, by striking $1,000,000,000 and inserting $800,000,000 ; and in paragraph (6), as so redesignated, by striking $1,500,000,000 and inserting $1,250,000,000 .
