In the Senate and the House of Representatives, for purposes of determining points of order under the Congressional Budget Act of 1974 ( 2 U.S.C. 621 et seq. ) or any concurrent resolution on the budget, any provision contained in a measure relating to a transition from the $1 note to a $1 coin shall— in the Senate, for each bill, joint resolution, amendment, amendment between the Houses, conference report, or motion— record the changes in budget authority, outlays, and revenues of the provision in the first year in which the provision takes effect; determine the changes in budget authority, outlays, and revenues of the provision based on a net present value estimate of the changes in budget authority, outlays, and revenues of the provision over a 30-year period; and incorporate the changes in budget authority, outlays, and revenues of the provision due to behavioral changes; and in the House of Representatives, for each bill or joint resolution, or amendment thereto or conference report thereon— record the changes in budget authority, outlays, and revenues of the provision in the first year in which the provision takes effect; determine the changes in budget authority, outlays, and revenues of the provision based on a net present value estimate of the changes in budget authority, outlays, and revenues of the provision over a 30-year period; and incorporate the changes in budget authority, outlays, and revenues of the provision due to behavioral changes.
