Sec. 2001. Reconciliation in the Senate

The Committee on Finance of the Senate shall report changes in laws within its jurisdiction to reduce the deficit by not less than $1,000,000,000 for the period of fiscal years 2016 through 2025. The Committee on Health, Education, Labor, and Pensions of the Senate shall report changes in laws within its jurisdiction to reduce the deficit by not less than $1,000,000,000 for the period of fiscal years 2016 through 2025. In the Senate, not later than July 24, 2015, the Senate Committees named in paragraphs
(1)and
(2)shall submit their recommendations to the Committee on the Budget of the Senate. Upon receiving all such recommendations, the Committee on the Budget of the Senate shall report to the Senate a reconciliation bill carrying out all such recommendations without any substantive revision. It shall not be in order in the Senate to consider a bill or joint resolution reported pursuant to subsection (a), or an amendment to, conference report on, or amendment between the Houses in relation to such a bill or joint resolution, which would increase the public debt limit under section 3101 of title 31, United States Code, during the period of fiscal years 2016 through 2025. This subsection may be waived or suspended in the Senate only by the affirmative vote of two-thirds of the Members, duly chosen and sworn. An affirmative vote of two-thirds of the Members of the Senate, duly chosen and sworn, shall be required to sustain an appeal of the ruling of the Chair on the point of order raised under this subsection.
