The President may provide for an exception from the imposition of sanctions under the provisions of or amendments made by this Act for reconstruction assistance or economic development for Afghanistan— to the extent that the President determines that such an exception is in the national interest of the United States; and if, not later than 15 days before issuing the exception, the President submits a notification of and justification for the exception to the appropriate congressional committees.
