In this Act: The term management plan means the management plan published under section 3(a). The term Park means the Grand Canyon National Park. The term Secretary means the Secretary of the Interior. The term skilled public volunteer means an individual who possesses— a valid hunting license issued by the State of Arizona; and such other qualifications as the Secretary may require, after consultation with the Arizona Game and Fish Commission.
