Not later than 90 days after the date of enactment of this Act, the Secretary of Homeland Security, acting through the National Cybersecurity and Communications Integration Center, in coordination with appropriate Federal entities and the Director for Emergency Communications, shall establish a process by which a Statewide Interoperability Coordinator may report data on any cybersecurity risk or incident involving any information system or network used by emergency response providers (as defined in section 2 of the Homeland Security Act of 2002 ( 6 U.S.C. 101 )) within the State.
Not later than 1 year after the date of enactment of this Act, the Secretary of Homeland Security, acting through the Director of the National Cybersecurity and Communications Integration Center, in coordination with appropriate entities and the Director for Emergency Communications, and in consultation with the Director of the National Institute of Standards and Technology, shall conduct integration and analysis of the data reported under subsection
(a)to develop information and recommendations on security and resilience measures for any information system or network used by State emergency response providers. Using the results of the integration and analysis conducted under subsection (b), and any other relevant information, the Director of the National Institute of Standards and Technology shall, on an ongoing basis, facilitate and support the development of methods for reducing cybersecurity risks to emergency response providers using the process described in section 2(e) of the National Institute of Standards and Technology Act ( 15 U.S.C. 272(e) ). The Director of the National Institute of Standards and Technology shall submit a report to Congress on the methods developed under paragraph
(1)and shall make such report publically available on the website of the National Institute of Standards and Technology. Nothing in this section shall be construed to— require a State to report data under subsection (a); or require an entity to— adopt a recommended measure developed under subsection (b); or follow the best practices developed under subsection (c).
